Interlibrary Loan Policies and Procedures

What is Interlibrary Loan (ILL)?

Interlibrary Loans are transactions in which library materials are made available by one library to another for the use of an individual. Books, periodical articles (in photocopy or fax form) and non-print materials may be requested.

Who can request ILLs?

ILL service is available to all students, faculty and staff of Alfred State College.

Copyright and ILL

Requests must conform to US Copyright Laws and Guidelines:

  • Rule of five: Only five articles from a periodical title published in the last five years may be obtained in any calendar year
  • No more than one article in an individual issue of a periodical may be obtained in any calendar year

How to request an ILL

How long does it take?

  • Allow a minimum of 14 days for the item to arrive
  • When requesting ILL's, you MUST indicate on the form the latest date you can use the materials and if you will accept charges.

Charges and Penalties

  • ASC does not charge; however, some libraries, especially large research libraries charge to send items - generally expect $15.00 per item. We would notify you of any charges before proceeding with your request.
  • Charges made by the lending library are the direct responsibility of the person who requested the material.
  • Indicate on the form a willingness to pay and the amount.
  • You, the requester, are responsible for the replacement cost of lost or damaged materials as imposed by the lending library.
  • A hold will be placed on a student's ASC Banner and Hinkle Library accounts if interlibrary loan materials are not returned on time or until all replacement costs are received.
  • Repeated violation of the interlibrary loan service may suspend or terminate a patron's privilege to use the interlibrary loan service.

Borrowing Period

  • Photocopies or faxes may be kept by the requester.
  • Loan period and conditions are set by the lending library for books and non-print media.
  • Renewals are not encouraged.
  • Borrowers must return items no later than the due date. Fines will be charged for late materials
